eBay payment

When I make purchases through eBay there is an error:

"Sorry, this payment option isn't available. Here are your options:

• Select a different payment option.
• Contact PayPal customer service to resolve this issue."

Then I Log In through pop-up window. But I see an error again:

"We ran into a problem and PayPal isn't available right now. Please select a different payment option."

I have made 60-70 eBay purchases already. But now I can't make purchases because of error. 

I'm trying to make purchases over GoogleChrome on my PC and over eBay application on my IPhone.

Thats odd because as far as I can see you can't receive Paypal payments in your country, you can only send them.

Click on the link below and select the country you want from the drop down list for options available in that country.

I know that I can't receive payments, I meant I make purchases. I already made 60-70 purchases on eBay through PayPal, but now I can't make purchases because of this error.
