can't add paypal as payment method on Blizzard.com

Hello everyone, please help if you know how to solve this pain. 

I cant add paypal as payment method in Blizzard.com, but I used to do it successfully before Sep. 2017, when i made several purchase there with my paypal account. then during Sep to Feb. i discharged paypal from my account in Blizzard. but when i tried to re-add paypal back to my Blizzard account,it began to fail, i kept trying till today, even tried to do it in different countries. 

if you happen to know how to solve this, please advise how to make it. your help will be much appreciated.
