Your Payment Was Denied

Whenever I try to send a person with an email money it just says your payment was denied. There has been no dispute no chargeback on my account I dont understand what the problem is.

The person never registered the email address to a PayPal account to claimed the money, your card issuer denied your payment, or the recipient denied your payment.

So im tryna send from my balance and I have enough to send. And im tryna send to people ive sent to in the past, there must be a problem with paypal.
