I always get this message, when I try to pay for product.
1st time I mentioned it was when I trying to buy $900 laptop, I couldn`t solve it.
Then I tried to buy some cheap $3 item and it was succesfull.
When I tried to buy the laptop it was already sold, so I decided that it was ebay bug.
Now I trying to buy some apparel and again stuck with: "You don't have permission to access "http://www.paypal.com/cgi-bin/webscr?" on this server.

Modem reboot didnt help.
VPN didnt help
Sometimes it opened PP interface, where I should approve an address and allows me to choose PayPal balance or card, I choose balance and errorshows up again.
