Why does it take so long to get my refund?

Hi everyone, I have recently been scammed on ebay after buying an Iphone on auction which came out being a fraud. I opened a case with paypal to get my money back. In that time the sellers account was banned and the auction deleted by ebay, I was advised by paypal to wait 12 days for sellers response, and if we won't hear anything from him (which obviously didn't happen) I'll get my money back straight away. Now it's been 4 days after the deadline and the case is still in the "under review" process. Where will I get my money back and why does it take so long?

Normally you are refunded within 48 hours of the deadline unless it was an international transaction.
But we have just had a weekend so i would leave it till tomorrow and if a no show then give customer services a call.
Advice is voluntary.
