What happens to fees when I refund a friends & family payment?

My friend sent me money through f&f & had to pay a fee on their side. I want to refund the payment, will they get back the fees they paid as well? They sent me 77$ and paid like a 6$ fee on their side to Paypal.

No, because they must have funded that payment via a card (to be charged a fee) so the card issuer charges the fee not paypal.
