Was given a refund but it charged me?

I didn't receive my order so I contacted the seller about a refund and they just sent over the refund of $89.89 but instead it charged my card $89.89 yet it shows on PayPal they gave me $89.89. Now I'm out $179.78 and don't know if its a paypal thing or bank. Has this happened to anyone else? Did it fix itself and who do I take this to?

If you funded the payment to the seller using bank transfer or bank card. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
