User Has Exceed Their Receiving Limit

I keep getting the following error message when I try to pay a vendor invoice via PayPal.  Does anyone know what this means and how to rectify it? 

"Error:  We can’t complete this transaction. The recipient has exceeded the receiving limit and must provide more info to lift the limit."
