Unexplained Declines

When I try to purchase from an online merchant who uses Epoch Payments Solutions, I receive the message "Declined by bank.  Your card has been declined. Please try a different card or another billing method".  Last week, these payments were processed.  I have funds in the PayPal account plus available limit on my linked credit card.  In the meantime, I have no difficulty making PayPal payments on other sites.  Epoch customer support assures me their requests are getting through to PayPal and PayPal is definitely declining.  I receive no emails from PayPal on these declined transactions, nor notification of the declines in the user webpage.  I had expected I'd find a link to Customer Support here for a quick answer, but I don't see one.
