Unauthorized amount charged and both sides blaming each other

I bought an item costing £21.99 and paid by PayPal. This included postage. The final total when I hit "pay" was £21.99.
I then get the PayPal notification saying I've been charged £26.39. An extra £4.40 appears on the statement as "tax".
PayPal say nothing to do with us. Your seller has added that on. Go and ask him. The seller says "The sales tax is from PayPal, it is inevitable."
So who has added this amount on and how could it be done without me authorizing it? And what do I do next?
Any suggestions?
