The whole amount was withdrawn from my debit card although I have balance

I have just sent money to a friend with his email. But the whole amount was withdrawn from my debit card although I have balance.

Why that happed?
The PayPal Help says that the balance is always used first.

Also --- When will my balance will be transferred automatically to my debit card? Will this be free?
