As this is a public community, unfortunately it's not possible to look at user account info.  We can make a few guesses but, you may want to phone customer service for assistance or you can reach out to PayPal via their Facebook or Twitter account, both are supported by PayPal employees.

For guessing - if your account is unverified (meaning you have linked and confirmed both a bank account and credit card), you may have limits in place for both sending and withdraws.

Or it may be a web browser cookie issue - sometimes old cookies and temp files can cause unexpected results.   You can try deleting your web browser's cookies, temp files, history, cache, etc., then close the browser, reopen it and log back into your account.   No guarantees that will make any difference but, it's something easy you can try yourself.

I would love to call customer service. I can't locate that option anywhere. "Contact Customer Service" just puts me through a loop of topics. Posting on the community forum was my only other option. What is PayPal customer service number?
