It seems to me that PayPal discriminate recipients in Russia. Sending dollars from USA to Russia is impossible, Paypal response is "transaction does not pass our security" whatever that means! When you ask to be transferred to supervisor, representative puts you on forever hold and no one answers. Very disappointed in PayPal!
