If I send money to my son, will I have to pay any fees and will he have to pay any to receive it?

Depends what option you use to send.

Depends on what funding source you are going to use.

US customer using PayPal can now fund payments using a PayPal Cash, Paypal Cash Plus balance or a bank account linked to PayPal for free. If your son is located in another country you may pay a cross border fee and this amount will depend on what country your son is in and how much you are sending.
