Samsung pay doesn't work with most banks in the UK

Hi. Samsung pay doesn't work with most banks in the UK. I have downloaded the paypal app. It apears that I HAVE to scan the barcodes of the items I want. Doesn't make sence. Can someone help please (UK only)
