Paypal doesnt accept my bank account

Paypal doesnt accept my bank account and i dont know why. I added my bank account and confirmed myself. But i guess something is wrong or i did something wrong. Its looks like i still have to complete the Direct Debit Instruction thing. But i already did several times. Its done when i complete the set up but every time i refreshed the page i have to complete it again. What should i do now? I am attaching the error I got below.
