Refunds

Hi, can someone give me advise here. We have been trying for months to get a refund from a seller. We returned the 2 items but he has only given us a refund for 1 item. We could not proceed through ebay as he had not marked the second item as received even though it was so we tried contacting the seller but he does not answer emails. Looking at his feedback from other customers this is a common occurence with them. We had to open up a dispute with paypal but they could not contact the seller either so they have taken the sellers side and refused to get a refund for us. The case has been closed so we went back to ebay to see what they can do and they claim the case has to be closed with paypal first but we have already done this. It is just going around and around in circles. Any suggestions?

If you paid with credit card, file a dispute with the card issuer.
