Refund not affected to the card after 90 days but Paypal does not respond to any complaint. i have sent more than 10 reminders to the paypal. It seems paypal is not secure anymore. They do not act according to customer complaints.
You will need to contact them directly through the Message Center to get this resolved 🙂
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
