Refund

I have a refund that is pending in my account after I sent £200 via goods and services. Is there any way that the other person can cancel this refund or will I definitely get the money back?

If the seller funded that paypal refund from their bank account and there are not sufficient funds in that bank account then the refund can 'fail'.
