I received a refund which successfully refunded as of 9th May 2019 but it was to my expired debit card. The refund usually shows up in my bank account but due to getting a new card the details have changed. Do I contact the seller or my bank? I am waiting on the support from PayPal but want to ask what should I do in this case.

If both old and new debit cards belong / ed to the same ACCOUNT then it should still go through ok.
Allow a few days for it to transfer after being marked as completed.
Advice is voluntary.
