Refund to a limit account

Hi, my problem is : I've pay some order on fresh.com with my paypal. And after that for 12hrs, my cancel has been cancelled. And because there are too many order be cancel, so paypal decided to limit my account forever so I can't using anymore. I mail to the customer service of fresh and they're said that because the order was cancelled in their system, there has been no funds that were debited. So that mean I will have my money back from 3-5 days right ? But is been over 10 days, I still not receive my refund yet. So I mail for the customer service and asking them why but there is no answer :(( Can you guys explain for me why ? Is because my account limit so I can't receive the money back or something ? And how can I take my money back ?? Thankssss
