Then you need to contact the email address you sent it to and ask if they will refund it for you.

If they refuse then you could open a dispute for non receipt of item...as they have nothing to send you as long as you sent the funds using goods / services.

If you sent using family / friends then if they refuse to send it back you are sadly out of luck.
