Refund and lack of paypal support.

The paypal invoice states a 30 day money back guarantee but Paypal is saying that this will not be honored. 
Item 2, the vendor has already stated that they will return my payment within 5 - 7 business days. Its been since December 29th 2020 and it has not been refunded. Did they send it but paypal is keeping it? Where is my refund? 

I'm stuck in an endless loop and can not get anyone on the phone. When I go to the resolution center it kicks me out saying the case is close. What solution is available to me?
