Reclaiming refund that didn’t go through

Hi, I need some help, 3 months ago I purchased a service of transference of money to another country, that was canceled later, but the refund never went through. I realized lately, that the reason was because I used a different email account which was not associated to PayPal. I corrected it but I think it was too late, it was more than 30 days later after the refund date. I contacted PayPal resolution center for help and they said that because the service was International service their customer protection policy doesn’t apply for that so they refused to help me and closed the case. I reclaimed many times to the seller and they said they investigate it twice and for them the refund went through. They provided me ARN number. So I am not sure what to do now, when I try to call to PayPal I don’t know what option would be to address my issue. Any advice? Thank you!
