Depending on the type of account that is set up and in which region that it is registered in, there may be certain requirements needed before some accounts can receive money with PayPal. If you don't find the answer you're looking for from there, I would suggest checking in the PayPal Resolution Center to ensure that there is not any open issues, such as a limitation, or any pending requests for information.
