Problem with receiving payments

I cant receive payments from others.

They get error like:

Internet payment refused: EUR XX.XX, suspected fraud, card XX77 XXXX XXXX XXXX. Internet payments blocked on this card.

or

We cannot make this payment due to regulations. If the problem persists, call Customer Service.

Have you linked and confirmed a credit visa card on your paypal account?

No, I added and activated mastercard debit.

I used it on old paypal, then deleted payapl and made new and I get this errors.
