If you do not add a bank account to verify your account, there may be limits to sending, receiving, and withdrawing as all unverified accounts initially have these limits.
In addition, PayPal India accounts cannot receive or send personal payments. Only goods and services payments.
If you reach the annual receiving limit then you will no longer be able to withdraw or send money, fund transactions or close your account until you lift your limits. PayPal will notify you when your account is approaching a limit or if a particular transaction exceeds any account limit.
