Planning on sending money to a friend

I'm curious on how much time will it take to send money from my PayPal to someone else's PayPal account. (I'm from Chile he's from Argentina).

Should be fairly instant if there are no issues with either accounts (they are both verified) and it is not an unusual or large amount of money relative to account histories of both accounts otherwise it will be put under review for up to 72 hours before it gets forwarded to recipient.
