Paypal won’t let me send money

I have added my card did everything I still can’t send money it keeps getting refused please help me I’m trying to use my balance

are the funds in your balance clear or pending?

Are they in the right currency?

have you verified your email address?

have you confirmed your card with the 4 digit code?

does the card billing address match your paypal account address?

what error message are you getting?
