Paypal help for a transaction ID that is not appearing

I have been notified by Paypal via email of an incoming payment with a transaction ID

The transaction does not appear in my Paypal statement (after 21 days)

When I attempt to make a query into Paypal, it forces me to identify the relevant transaction - but I cannot do that because it is not appearing.

So how do I get help from Paypal about a transaction that is not appearing in my statement ?
