Im trying to send my buddy money and it pops up with a red X saying We couldnt not confirm its you, please try again later or contact us

Clear out cache and web cookies or try the app. Are you signing in from a location PayPal don't recognize? Reset internet connection as well as bad, weak, unstable signals can interfere with logging you on.

My internet is working fine, I’ve tried the app and it still says the same thing
