Payment to Germany based seller declined

Hi I've been trying to make online purchases to a seller based in Germany but the transactions keep getting declined for no specific reason. My bank insists the problem is not on their end but on PayPals. And PayPal is asking me to contact my card issuer. This is really frustrating and any info is much appreciated
