Payment sent to locked account

I sent a payment to a friend, but he got locked out of his account so he cannot send it back to me.  It's been 2 weeks, and PayPal won't let him back into the account, so it's like PayPal has confiscated my money.  I'm calling Support to ask if they could reverse the payment since it seems as though the account was locked at the time I sent payment.  However, I've been waiting on hold for nearly 4 hours!!!!!
