Payment send to wrong email and is pending

Sent a payment to the wrong email and its been pending for the last week. Reached out to person with that other email and still haven't received any replies.

 

It says that you can cancel a payment if its pending but I can't see any cancel buttons and cant see a way to contact paypal or start a dispute since the only options have nothing to do with my issue.

 

Any ideas?
