Payment review query

I sent money to my service provider and he's been telling me that PayPal is reviewing the payment since Yesterday and it's almost 24 hours now and I have not received any notifications on the same from PayPal about any review of payments.Could this guy be scamming me?

If its showing as ''payment'' and not 'pending' in your paypal account then you have paid.

Any held funds on the SELLERS side is between him and paypal and should not affect you.
