Payment method is missing

Since Tuesday of this week - when I try to purchase something using paypal online it tells me that my payment method is missing.  However, when I log in to Paypal it confirms that my payment method is confirmed.  I've chatted with someone from Paypal and they also confirm that my payment method is there and confirmed.  So why would it state that it's missing when I try to use it to purchase anything?

This may be a long shot but try clearing your browser cache/cookies and restart device.

I tried that and also tried it on my phone - used a different browser too.  It just keeps asking me to add a card.

Don't want to clear cache/ all cookies  - would it help to just remove Paypal cookies?
