I need help, 

 

I'm trying to pay some amount directly to someone but every time I'm receiving the message " Sorry, this payment can’t be completed due to regulations."

 

can anyone guide me here

@alimnasser, I'm sorry to hear you're running into some issues making a payment directly to someone. Normally, that error means a transaction cannot be completed due to certain local government and / or country restrictions and / or regulations. If that is the case, unfortunately that payment would not be able to be completed via PayPal. I'm sorry for any inconvenience this may cause.
