Even i too am facing the same problem. For the past 2 days i have been trying to make transaction on ebay using my confirmed VISA card through Paypal, but everytime i end up getting payment declined error. Surely, nothing is wrong witj my card and account as it is working fine with other merchants and payment gateways. It seems like a critical defect on paypal's server end. Very disappointed as it is impacting my business relationships with my customers and other associates.
