Payment being declined when there's money available

Up until last month, a company called Tiege Hanley would send me a package every month and the payment would be done automatically.
It went fine until last month. Suddenly it stopped and my payments would get declined.
I tried adding money to my wallet and letting the payment take it from my wallet directly (instead of my bank account), but that didn't help.
I sent PayPal an email almost a month ago. I haven't gotten a response yet.
I'm not sure how to fix this.
I tried deleting my bank info from my account and re-adding it.
Edit: I should mention I also tried canceling the subscription on my PayPal account, so I can reactivate it. But there's no button to reactivate it.
