PayPal won't process a transaction

I receive the message below when trying to send $USD

"sorry, we weren't able to complete your payment at this time.  Please try again later.

If you continue to encounter problem, please contact customer service"

Customer service doesn't open for another 3 hours.  I tried Chat - also not open at this time.

As you have not added your country to your community profile or said in your post then we can't help at the moment (Paypal varies a lot country to country).
