Last week, I bought an item for $119.00 with free shipping. I used an eBay coupon for 10% off (-$11.90). Tax was $9.82. My total was $116.92. I immediately went to PayPal to pay and PP charged my $126.74. I filed a PP dispute for the difference of $9.82. PP denied my claim because my "billing dispute doesn't match our qualification for a billing dispute." I want to have a phone conversation with someone at PayPal. Does anyone know the phone number?
