PayPal Owe Me Money - Has anyone else had this issue?

I had some money taken from my bank account by Paypal to pay for a subscription that was cancelled. The company the subscription was for refunded my money back to paypal, but paypal still took the money from my bank.
I spoke with their customer service - don't ask me how I managed to speak with someone and I was told that the money had been refunded back into my bank account and if I could wait a couple of days I should see the money.
That was over a month ago now and I still haven't seen the refund. Even with the CV19 crisis at the moment, getting hold of anyone is next to impossible as there is no telephone number, their email address bounces back as undeliverable.
I am so angry right now. Has anyone else had this experience and if so, was it resolved, and if so, how did you get it resolved please?

We're sorry to hear things didn't go as planned, but we can help you get your money back for the PayPal payment you sent.
You can file a dispute for a Billing Error in the Resolution Centre within 180 days of the payment being processed and be able to communicate the issue with the seller on a message board within the case.
The merchant will be notified of the dispute, and they should respond to it and actively resolve the problem with you.
However, if you can’t reach an agreement on a dispute, you can escalate the dispute to a claim any time within 20 days of the date the dispute was opened. By escalating a dispute to a claim, you're asking PayPal to investigate the case and decide the outcome based on evidence supplied by the both parties.
To escalate a dispute to a claim:
1. Go to Resolution Centre.
2. Click View next to the dispute you want to escalate.
3. Click Escalate to PayPal at the bottom of the page.
4. Add any relevant information for escalating the dispute.
5. Click Submit.
We'll email you to let you know we received your claim and we'll continue to email you with updates and any action or information needed by you.

If, in the event, it is. Here's how to cancel a Billing Agreement:
1. Go to Settings.
2. Click Payments.
3. Click Manage pre-approved payments.
4. Select the merchant's name or email address.
5. Click Cancel.

Thank you for taking the time to respond, but you didn't read my post correctly.
The Subscription has been cancelled and refunded, but PayPal still took the money from my account.
It is paypal that owe me the money not the company the subscription was with.
