Pay pal payment refusal

Hi 

 great if anyone can help, I use PayPal quite often, never any problems, I am trying to buy something on line but I cannot pay, a red band is at the top of the page saying please select another payment method, I have tried this but the same keeps happening

have also had this problem one will be refused but another accepted  bank says its not them

how long does it take for the payment to clear in this case?
