Ordered charged when it didn’t go through

So I was paying through PayPal but it say there was something wrong with my PayPal and i to its again but it still said there is something wrong with my PayPal. I didn’t receive any order number and confirmation since it didn’t go through but I got an email saying i got charged.

Thank you for using PayPal on your transactions. We do apologize if there was a technical difficulty when you were processing your payment through PayPal.You may log in to your PayPal account > go to transactions details tab to view the details of your order.
From the email you have received from PayPal, It also includes the transaction ID that you may keep for your reference.
