Online transactions getting "Check your account balance before retrying this card"

For the past few days I have had a couple of transactions refused with the unhelpful error message "Check your account balance before retrying this card." I do check my account balance and there are sufficient funds, but when I retry I get the same message. .  The even more unhelpful Paypal "client service" says the problem is between the paypal server and that of my bank but is unable to diagnose, let alone fix it.  Their advice was just to keep retrying possibly on another browser!  Tried on chrome, edge firefox, waste of time.   The operator even said it's like when you go to the supermarket and your card is not accepted - that's life!   Has anyone found a fix to this?
