Online purchase

I made an online purchase and requested a refund 10 mins later. The Seller included information that all purchases were eligible for refund. I found the product cheaper elsewhere. The seller is not responding to my email request to cancel the sale. Both myself and PayPal emailed them just 10 mins after the original sale, alerting the seller that a cancellation was needed. The seller is not responding to my email. Today the seller has chosen to avoid my cancellation email, and ship the product to me anyway. PayPal has chosen not to help me receive my refund. Can something be done? Help!

Paypal can't force a seller to cancel your order and refund you.

Paypal cover you for non receipt of item OR item received but not as described.

They do not cover buyer remorse unfortunately.
