Multi Order payment for labels fails for lack of funds. Have 20X the amount in paypal

I am trying to pay for 3 labels using the Multi Order Shipping option.

When I go to pay I get this wrror message... "Your payment for shipping cannot be processed because it exceeds your available balance. Please add a credit card or bank to your account for completing this label purchase."

Shipping is a little over $8 and I have close to $200 in the paypal account.

Anyone know what's going on?
