High Life technologies is apparent or subsidiary corporation associated with item sold in Beijing and Singapore I believe that they are a scam company and they will send you an email always a purchase on the website to confirm payment via PayPal

Great question! You can dispute a transaction with a merchant through your PayPal account since you haven't received your item. Hopefully you receive your refund soon! 🙂
