Merchant cancelled order, no transaction recorded, but debit card was still charged

I was sent back from paypal to the merchant after which i got a message saying I needed to order more to get free shipping.

So i figured nothing was charged. But paypal still charged my debit card for the order, without even logging a transaction. How's that possible?
