Lost payment to Cebu Pacific Flight Booking

Hi! I booked a flight to Cebu Pacific and encountered an error during payment transaction. PayPal sent me an email with successful transaction and deducted the booking amount to my account, however the flight booking was unsuccessful. Upon contacting the merchant for assistance, I was informed that no payment was transacted with the booking and that I coordinate with PayPal. I have sent request last week to PayPal too but no feedback yet have been received. How do I contact them and get response immediately?

What does it say next to the transaction in your Paypal account?

1. Pending (with a clearance date)
2. Pending/Unclaimed with a cancel option.
3. Pending/Unclaimed withOUT a cancel option.
4. Payment or Sent.
5. Pending/Uncleared with a clearance date.
6. Pending awaiting authorisation.

It actually reflects in PayPal transaction as successful 😞 and I was debited with the amount as well. Will try twitter, thank you so much!
